Sustainability and Carbon Advisory Group

The Executive Committee established the Sustainability and Low Carbon Advisory Group in Autumn 2003. It replaces the Energy Committee following the recommendation of Energy for Sustainable Development Ltd, which undertook a review of the University of Bath’s carbon strategy (report dated July 2003) on behalf of the University and the Carbon Trust. It has a wider remit than the Energy Committee so it can more effectively promote a low carbon strategy throughout the University.

Membership

  • Chair - to be appointed by the Vice-Chancellor
  • Director of Estates
  • Deputy Director of Estates
  • Energy and Environment Manager
  • Health, Safety and Environment Manager
  • A representative from Purchasing Services
  • At least two senior academic staff with compatible research interests, to be appointed by the Chair
  • One representative of senior technical support staff from the Faculty of Engineering and Design, to be appointed by the Dean
  • One representative of senior technical support staff from the Faculty of Science, to be appointed by the Dean
  • Students' Union Environmental Officer

Note: Others, internal and external, will be invited to attend meetings of the Group as required by the business to be transacted.

Terms of Office
The terms of office of the Chair, academic and technical staff representatives are unlimited and they will be invited to confirm their membership each academic year.

Terms of Reference (Revised May 2010)

The role of the Sustainability and Low Carbon Advisory Group is to devise and implement a low carbon strategy for the University as a whole. Specifically the Group’s remit includes the following:

  1. To oversee the development and maintenance of an effective energy and emissions information system that would enable data to be collected, analysed and disseminated across the University.
  2. Set targets on environmental performance and monitor progress towards these targets.
  3. To make recommendations in respect of necessary funding of initiatives for carbon reduction and sustainability improvement for discussion and agreement at the University’s Executive or Finance Committees. This would include the identification of external forms of grant funding.
  4. To promote and achieve the widest possible participation in the creation of local and visible low carbon projects across the campus.
  5. To ensure that the low carbon vision is reflected in the University’s brand and marketing messages and in internal communications where appropriate.
  6. To advise and make recommendations on appropriate training and induction for both staff and students.
  7. Where practicable, to promote biodiversity across the campus through appropriate management of the estate.
  8. To consider how the University’s Green Transport Plan might evolve within a low carbon strategy.
  9. To agree and adopt appropriate strategies for the procurement of new buildings and refurbishment projects which are consistent with low carbon and other environmental objectives.
  10. To consider sustainability and low carbon objectives that might be embedded into all University central procurement processes.
  11. To encourage the reduction, reuse and recycling of products and materials, thereby minimising the University's production of waste.
  12. To provide support and guidance to both the University’s Energy Manager and Environmental Adviser and to receive regular reports on progress from them.

Reporting

The Group will report, via the Chair, to the Deputy Vice-Chancellor and then where appropriate to Executive Committee, Finance Committee and/or Council. The Minutes of the meetings will be submitted to the Executive Committee.

The Group will produce an Annual Report to be submitted to Executive Committee.

Meetings

There will normally be two meetings in each academic year.
