Dr Luke Martinelli joined the IPR in May 2016, having recently completed a doctorate at the University of Bath’s Department of Social and Policy Science. Luke’s PhD thesis involved an empirical evaluation of the impacts of trade and industrial policy reform, in the context of multilateral liberalisation, incorporating panel data analysis and a series of comparative case studies. Luke also holds an MSc in International Policy Analysis (University of Bath) and a BA in Economics and Politics (University of Exeter).

Prior to his appointment at the IPR, and alongside his PhD, Luke lectured in social policy and development studies at the University of Bath and Bath Spa University, and worked as a distance learning tutor at the School of Oriental and African Studies at the University of London.

Luke is currently working on a project examining the case for Universal Basic Income policies, which involves microsimulation of potential revenue implications, distributional consequences and effects on labour market incentives in the UK.
