The table below shows planned key stages in the choice and implementation of the system. This table was subject to minor modifications after its first publication in the early period of the project, but it is fundamentally a picture of how the project was planned to develop. Some things have, of course, happened in different ways, and the assessments area of the system in particular was not implemented as indicated (since the practical aspects of implementation need to be investigated further, and this work is in hand).

A business process review evaluated progress in early 2003. A position paper summarizes progress to date and outlines future work as seen from the perspective of August 2003.

	October 2000	Complete Statement of Requirements and Invitation to Tender
	November 2000	Issue OJEC advertisement inviting suppliers to tender for system
	December 2000	Liaise with suppliers and define responses
