Joe Devine to lead study examining poverty reduction in Bangladesh

Dr Joe Devine has been awarded a grant by the Netherlands Organisation for Scientific Research to examine the impact of Dutch aid in strengthening civil society in Bangladesh as a building block for structural poverty reduction.
He will lead a team, along with Emeritus Professor Geoff Wood, to assess the impact of MFS II in Bangladesh. The two other partners in the team are the Bangladesh Institute of Development Studies and the International NGO Training and Research Centre (INTRAC).
The Bangladesh study will focus on the contribution of Dutch NGOs and partner NGOs in three key development areas:
- achievement of Millennium Development Goals (MDGs)
- capacity development
- strengthening civil society.
The study will be carried out over a period of two years and structured around three key research stages. A mixture of quantitative and qualitative methods will be developed to address the questions agreed with the partner NGOs.
The findings of the research will feed into a global synthesis initiative, managed by colleagues at the Amsterdam Institute for International Development. It will be an important contribution to the thinking around future Dutch aid commitments.
Project background
MFS II is the 2011-2015 grant framework established by the Dutch Ministry of Foreign Affairs for Dutch NGOs in order to achieve a sustainable reduction in poverty.
A total of 20 consortia of Dutch NGOs have been awarded €1.9 billion in MFS II grants. These funds are used to support the development activities of a large number of Southern partner organizations in over 70 countries.
The Dutch Ministry of Foreign Affairs has asked the Netherlands Organisation for Scientific Research to support a global assessment of the MFS II framework. A total of eight country studies, a synthesis study, and a study on international lobbying and advocacy have been commissioned.
