TIm Ibell graduated from the University of Cape Town with a First-Class Civil Engineering Degree in 1988, and with a PhD from the University of Cambridge in 1992. After two years design experience, he completed a post-doc at Cambridge before joining the Department of Architecture and Civil Engineering at the University of Bath in 1997. Tim was promoted to Professor (2003), Head of Department (2005) and Associate Dean of the Faculty (2008). He is a Fellow of the Royal Academy of Engineering, and was President of the Institution of Structural Engineers in 2015.

In 2002, Tim spend a year in the US on a Fulbright Distinguished Scholar Award. He has a strong research interest in the structural behaviour and retrofit of concrete bridges and structures. In particular, he has a team of researchers looking at the use of fibre-reinforced polymers and fabrics to reinforce, strengthen and form concrete structures. Tim and his team have been the recipients of six best journal-paper awards. Complementary to his research, he has a passion for teaching, and he won the Mary Tasker Award for teaching excellence in 2008.
