D'Annunzio became an admirer of Mussolini and in imitation of him set himself up as ruler of a small state in the Istrian peninsular (south of Trieste, now partly in Slovenia and partly in Croatia). To this the clue alludes. Nobody seems to have taken much notice. This poem long predates that episode and would probably have puzzled Brahms.
