Lord Hylton is a crossbench (independent) member of the House of Lords. He is an active participator in parliamentary debate with a long-standing interest in human rights, conflict resolution and peacebuilding. He is a landowner in Somerset, co-founder of the Ammerdown Retreat and Conference Centre, and serves on the University of Bath Court.

The collection contains correspondence, reports, working notes and briefing papers covering a range of topics associated with Lord Hylton's work. These include religious freedom, torture, international criminal law, forced labour, refugees, asylum seekers, trafficking, and prisons, as well as individual cases of human rights infringement or violation. The collection is global in scope documenting Lord Hylton’s involvement in international human rights enforcement and in developing responses to situations in areas such as Israel/Palestine, Iraq, Chechnya, North Korea, and Pakistan.

The collection was donated to the University of Bath by Lord Hylton in two instalments in 2014 and 2016.
