Each year, the Office for National Statistics (ONS) brings together researchers, data owners, government representatives and policy makers to recognise and celebrate outstanding innovative research carried out using ONS owned or managed data.

Research Capability 2022 is ONS' annual headline event which aims to deliver a diverse range of interesting topics, focusing on the most pertinent subjects, with sessions tailored just for you.

We are pleased to host this free event in person, at Millennium Gloucester Hotel London Kensington.

Keynote Speakers

We are delighted to welcome our Keynote Speakers to Research Capability 2022.

Natalie Perera, Chief Executive Education Policy Institute.

Natalie is the Chief Executive of the Education Policy Institute, an independent research institute which she co-founded in 2016.

Prior to that, Natalie worked in the Department for Education where she led on research and policy interventions including on narrowing the gap between disadvantaged children and the rest and reform of the school funding system. Between 2014 and 2015, Natalie was seconded to the Cabinet Office where she worked in the Deputy Prime Minister’s Office.

Natalie is also a Director of a Multi-Academy Trust in South London and a Trustee of the charities, The Fair Education Alliance and Causeway Education.

The importance of research in public policy

This session will give examples of how innovative use of data can be, and has been, used to understand better the strengths and weaknesses of education policies and to improve policy-making at a national level. It will also talk about some of the challenges, from a user perspective, in accessing timely data and strategies that have helped to overcome those challenges.

Professor Paul Boyle, Vice-Chancellor of Swansea University, Chair of UK Statistics Authority (UKSA) Research Accreditation Panel.

Professor Paul Boyle was appointed Vice-Chancellor of Swansea University in 2019 following his role as President and Vice-Chancellor of the University of Leicester. Previously, Paul was Chief Executive of the Economic and Social Research Council (ESRC), the UK’s largest funding agency for social science research; the International Champion of Research Councils UK, with responsibility for international strategy on behalf of all seven UK research councils; and President of Science Europe, representing over 50 European funding agencies.

Paul is a Fellow of the British Academy and the Academy of Social Sciences, Chair of Research Data Scotland, Chair of Universities Wales’ Research and Innovation Network and a Board Member of Universities UK, who provide leadership and support to executive heads of 133 UK university institutions. Paul is also Chair of the UK Statistics Authority’s Research Accreditation Panel, which has oversight of research, researcher and research environment accreditation under the Digital Economy Act 2017.

Public data for public good: democratic accountability and the UK's data access ecosystem

There is a wealth of public data available across different public domains that has significant potential to inform positive change within UK society and the economy. Good strides have been taken to improve access to these data for public good research, but significant challenges still exist which need to be addressed before the potential of public data in the UK is really harnessed. We have a responsibility to do better.

Workshops

At Research Capability we look forward to offering four diverse and engaging workshops, run concurrently during the event. These enable delegates to learn more about and discuss pertinent topics, curated just for them.

Workshop 1

Give and Take: Community approaches for administrative data. Lead by Administrative Data Research UK (ADR UK)

ADR UK's Training and Capacity Building strategy has identified a spectrum of learners and learning approaches to grow the use of administrative data. From raising awareness to focused and specific training, it identifies needs and opportunities across researcher levels and disciplines.

But how can we bring users of administrative data together to develop support for each other, share learnings, and maximise efficiency? What’s the role of individuals to contribute? What structures and provision are needed?  This session will explore different models – existing and proposed – and get feedback from participants on where our focus and investment should be targeted.

Workshop 2

Census 2021: The journey from design to dissemination. Lead by the Census Processing and Census Statistical Design teams

Using Census data could be compared to reading the last page of a novel – you know there is a happy ending but you understand what the characters went through to get there. In this session we will go through the whole 2021 Census covering:

  • How we implemented the design in collection and processing
  • How we managed the impacts of the pandemic
  • How Census data will be made available.

For each topic there will be a short presentation focusing on the main changes since 2011 and a chance for discussion.

Workshop 3

Integrated Data Service (IDS), the future of data. Lead by the SRS Data Curation and IDS Programme Engagement teams.

In this workshop we will discuss data for research, including how it is curated, accessed and prioritised. Currently, data is accessible via the Secure Research Service however in future this will migrate to the Integrated Data Service. We will consider ‘what is the future of data for research’.

Workshop 4

Getting your research closer to policy. Lead by the IDS Impact team with invited policy experts.

The session will provide the opportunity to contribute insight and experience around how to formulate and policy-relevant research projects using controlled data, understanding the audiences and the role of early collaboration. There will be an opportunity to discuss data needs, such as what linked administrative data resources would be most useful.
