Construction of question words + all/also

Question words + 都/也 is used for general reference, i.e. forming words such as 'everybody', 'anybody', 'nobody', 'everything', etc. They are usually put before the verb. In positive sentences, only is used. In negative sentences, either or can be used.

什么时候+都/也

always, anytime

什么时候都有空。I am free anytime.

什么时候也不在家。He is never home. (lit. He is not home anytime.)
