Aims: This module will introduce the concept of public management. The running thread will be to present and discuss to what extent, and if so - why, public management is different from business management. Key issues in contemporary public sector management will be addressed. Classes will focus on theoretical and conceptual aspects of public management as well as practical aspects.
Learning Outcomes:
By the end of the unit the students will be able to:
* Identify and critically analyse the concept of public sector management.
* Explain and evaluate the differences between public sector and business management.
* Display a sound understanding of contemporary issues in public sector management.
* Apply theoretical models and demonstrate the ability to undertake an in-depth analysis of a particular issue in public sector management (coursework).
Skills:
Intellectual analytical skills: conceptual understanding of public sector management (T/F); analysis of contemporary issue in public sector management (T/A).
Professional practical skills: learning from case studies presented (T); reflection on own experience with public sector (management) (F/A).

The following topics will be addressed during the unit: public sector management; policy and policy processes; governance; new public management; citizens, clients and stakeholders; accountability and performance management; organisational change; public finance.
