Dr Kearns has had a varied and influential career in policy. Within his 25 years of experience working in the public, private and NGO sectors, he has held such positions as Senior Associate Fellow at the Police Foundation and Deputy Director and Acting Director of the Institute for Public Policy Research (IPPR) – in the latter role providing strategic direction on digital government, the new digital economy, national security and crime.

During his fellowship, Dr Kearns will pursue a programme of research into how data can reshape policing – looking at existing initiatives for data-driven policing and assessing the benefits and challenges of different approaches. As this research progresses, he will also complete a policy paper and deliver a lecture on his findings.
