Joint Academic Consultation and Negotiation Committee (JACNC) Terms of Reference

Purpose:

To act as a Joint Committee for consultation and negotiation in respect of both collective matters that relate wholly and exclusively to staff within the Education and Research job family who are remunerated on salary scales negotiated through the Joint Negotiating Council for Higher Education Staff (JNCHES) at national level. Any agreement reached shall be subject to ratification by the University under the auspices of and in line with the scheme of delegation from Council.

Individual cases shall be dealt with through the established procedures and shall only be considered by the Joint Committee when there are matters of general principle involved.

Objectives:

(a)    The local implementation of National Agreements reached between the Universities and Colleges Employers Association (UCEA) and the National Association;

(b)    Matters relating to the terms and conditions of service that relate wholly and exclusively to those members of staff included in the Purpose above and not covered in any National Agreement. 

Membership:

The Committee shall normally consist of the Vice-Chancellor (Chair) or Deputy Vice-Chancellor, the President of UCU, a Pro-Vice-Chancellor, the Director of Human Resources and up to three further members of UCU.  In addition a note-taker will attend the meeting.

The members of the Committee may be represented by deputies (who are members of the University) if they are unable to attend.  With prior notice either side may invite specific adviser(s) or officer(s) to attend for specific items.

Meetings:

Meetings of the Committee shall be held once during each academic semester, unless no item for the Agenda has been received by the Director of Human Resources. If an item for the agenda is received by the Director of Human Resources in his/her role as Management Secretary, which requires consideration before the next JACNC meeting then he/she will organise an Extraordinary JACNC meeting.

The arrangements set out above shall not preclude informal consultation between the representatives of the UCU and the University.  The Committee may establish a sub-committee of the members to consider or advise on matters which may come before it.

Quorum:

A quorum for the JACNC shall consist of 2 Trade Union members including at least one lead local representative and 2 University members including either the Vice-Chancellor, Deputy Vice-Chancellor or Pro-Vice-Chancellor and the Director or Deputy Director of Human Resources.

Agenda and Notes:

An agenda shall be agreed by the Director of Human Resources (acting as the Management Secretary) in liaison with the President of UCU. The Director of Human Resources will be responsible for distributing the agenda and papers at least five working days before the date of the meeting to the members of the Committee.

Draft notes shall be produced normally within 15 working days of the JUCNC meeting. The notes will then by agreed with the President of UCU or if there be disagreement, such disagreement shall be recorded.
