For 2026/27, we are introducing a number of changes designed to make University governance clearer, simpler and easier to navigate - from a revised governance structure and new approach to papers, to improved guidance and resources.
A clearer governance structure
A revised governance structure is now in place, with clearer responsibilities for Council, Senate and executive governance, and a new structure of executive Boards supporting the University Executive Board. We are also introducing more consistent Committee and Board terminology and more focused reporting between governance bodies.

Better information for better decisions
A new Committee and Board Cover Sheet and updated guidance are designed to help authors focus on what members need to discuss, scrutinise or decide.
The new approach also embeds consideration of material impacts, risks and dependencies more clearly into the development of proposals, rather than relying on separate EDI, Sustainability and Wellbeing boxes at the point a paper is submitted.
And one small practical change: authors no longer need to add paper numbers.

Practical governance guidance in one place
Our new Governance SharePoint site brings together practical guidance, tools and resources for colleagues involved in University governance, including governance routes, Committee and Board resources, paper guidance and induction and development materials.

A clearer approach to University policy
The new Policy Hub provides a central place to find University policies and practical support for developing and managing them. It brings together the Policy Index, Policy Framework, guidance, templates, impact assessment resources and training materials.
Making governance more accessible
During 2026/27, we are introducing a Governance Observer Scheme, giving colleagues opportunities to attend selected Committee and Board meetings as observers, understand University governance in practice and develop their knowledge of institutional decision-making.
