Purpose
The Infrastructure Working Group is a sub-group of Finance Committee and should act on Finance Committee and Council’s behalf to do detailed work and thinking in the following relevant areas:
Provide early scrutiny, ahead of consideration by Finance Committee and Council, of Estates Capital Plans including: a. financial arrangements, b. the proposals for delivery, c. the review of delivery performance, d. governance within the overall capital programme
To provide Finance Committee and Council assurance that proposals are: a. Appropriate and effective, b. Realistic, c. Affordable, d. Meeting the University’s commitments to efficient space utilisation and sustainability performance targets, e. In line with the University’s strategies and business plan, f. Deliverable within the target period, g. Managed within the agreed risk appetite and framework.
To support the Executive in the development and monitoring of the Estates Strategy.
Provide assurance to Finance Committee and Council on the overall health of the estate, including: a. Oversight of the routine maintenance plan. b. Health & Safety considerations as they relate to Capital Projects and maintenance on the Estate.
Reporting Relationships
The Infrastructure Working Group reports to Finance Committee after every meeting with a written report.
The full meeting minutes will also be made available to Council after each meeting.
Procedural Rules
Meeting Frequency
The Committee meets at least four times a year.
Where possible, meetings will be in person.
Quorum
The quorum for meetings shall be one third of the membership including at least one lay member of Council.
