A basic income for France: Ideas for a debate

A report exploring the distributional effects of selected options for a Universal Basic Income (UBI) scheme in France, authored by Professor Matteo Richiardi.

Report

This report, authored by Professor Matteo Richiardi, was produced by the University of Bath Institute for Policy Research (IPR), Freiburg Institute for Basic Income Studies (FRIBIS) and the University of Essex Centre for Microsimulation and Policy Analysis.

The report explores the distributional effects of some Universal Basic Income (UBI) schemes in France, as an illustration of the different trade-offs involved, and to foster the debate around UBI in France. All of the schemes examined share the same feature of retaining some limited form of conditionality, in particular discriminating access to the scheme and generosity of the benefit by age.
