Benchmarking of Procurement Systems for Best Value
Agile will investigate the impact of different procurement systems in delivering VFM and, in particular, ‘best value’ to the client. The study of procurement requires attention be given to a diverse range of factors that interact in complex ways on a project-by-project basis. Agile will benchmark procurement routes by:
- Working with the industrial partners to explore the inherent complexity and identify those factors (contractual, cultural and social) that are most significant in influencing the effective and efficient delivery of constructed facilities.
- Drawing on rich sources of data, develop and update nascent understanding of the statistical performance of different procurement systems by measuring additional factors that have been hypothesised as having an influence in previous ACI and other research. In conducting this research, Agile will ensure it communicates with and pay due cognisance of research projects at other institutions seeking to explore procurement from different perspectives.
While individually, the top-down benchmarking exercises are likely to deliver significant findings, they will also compliment each other. The in-project benchmarking will provide information that relates to procurement system success using a variety of measures while the benchmarking of procurement systems specifically will help to inform and develop the in-project benchmarking development.
